Q: What happens/how to calculate to the subsequent balance and fines related to a previous balance, if RUs don't pay the Initial-remaining-balance and Initial-fine in X days?
A: The Business policy is... and is calculated as follows ??? how draconion do we have to be with regards to small-pork knocker miners??? i.e fair fining policies??? OR a money making tool like Traffic Wardens-based on the fact people tend to not pay on time i.e double the fee and half if payed in X days??

Note: GGB/GGMC - The RCMS and combined Agency Operation costs to these Agencies is estimated at X% Annually per day /per Product/ per Mining Operation, for Managing the Extractive Industry. Also there is the Market rate fluctations for selling a product. So if a Regulated User/Organisation (RU) does not pay on the Date Due (GGB), the RU will incur that cost/lost profit, for each day the payment was late.
Each customer is licensed to mine (take a National natural resource) every day and reports that 365 days a year. The Natural Resource has a Monetary value and should be paid upon collection (mining it) as per simplest form of "Offer and Buy". (GOG gives a grace period). If you are late paying by 7 Days, then a fine is calulated as Late-Days/365 * 100 = Fine as a percentage
So 7 days late = 7/365 * 100 = 1.91% of the Payment Due GGB.
i.e Fine Amount = for $10,000 Payed Late by 7 days = 7/365 * 10,000=1,745.21
You could have a Mine Size Scale = S, M, L
Small pay 50%, Medium Pay 75%, Large pay 100% of the Fine amount (The point is a heavy fine/penalisation considering the holistic value to the Nations Economy)
